• The consecutive number that indicates the position of the candidates for councillors on the list, which is made up of fifty percent (50%) of men or women, located alternately as follows: a woman, a man or a man, a woman; not less than twenty percent (20%) of young citizens under twenty-nine (29) years of age and a minimum of fifteen percent (15%) of representatives of native communities and indigenous peoples of each corresponding province, where exist, as determined by the national elections jury.
