• Pre-selection takes place on the basis of lists of proposals for candidates. The lists must be submitted in advance. Parties or groups represented in the electoral body may submit only one list proposal each. The number of names on the list can be twice as high as the number of members to be elected. Candidates from a party or a group can only be entered on the party's or group's list proposal or on a joint list based on several parties or groups. If four or more members are to be elected, each gender must be represented by at least 40 per cent among the proposed candidates on the individual list. If two or three members are to be elected, both sexes must be represented. In the case of elections to elected bodies which by law shall only consist of members of the municipal council or county council, and in the election of working committees for elected bodies, the rules in this section shall be followed as far as possible. The list proposal must be signed by at least one member of the party or group promoting the proposal. The person signing the proposal must be a member of the electoral body. (Local government act, article 7-5)
• In the election settlement, the body's member seats on the various lists are distributed according to how many ballot papers each list has received, using division numbers 1, 2, 3, 4, etc. If several lists have the same quotient, the place goes to the one of the lists that has received the most votes. If the lists have received the same number of votes, the election is decided by drawing lots. When it has been decided how many member places a list will have, the members from the individual list are selected in the order in which they are listed on the submitted list proposal. If a list has at least four members in the body, each gender must be represented by at least 40 per cent from the list. If the list has three or fewer members in the body, both sexes must be represented from the list. If it turns out that the appointment pursuant to the second paragraph will lead to the requirements in the first or second sentence not being met, candidates from the underrepresented sex shall move up the list until the requirement is met. In the case of elections to elected bodies which by law shall only consist of members of the municipal council or county council, and in the election of working committees for elected bodies, these rules shall be followed as far as possible. Each list must be assigned to deputies. As far as possible, there should be two more deputies than permanent members.
