• Composition of the island council: (a) The rural councils of the rural constituencies provided for in the Constitution shall consist of members elected from each village: 5 (five) members elected to the village council of each village with a population of less than 3000 (three thousand) persons, or 7 (seven) members elected to the village council of each village that has a population of more than 3000 (three thousand). (b) For the purpose of articles 5e-56 of this act, councils consisting of five (5) councilors shall consist of 2 (two) women councilors. There shall be 3 (three) female councilors in the councils consisting of 7 (seven) councilors. (Decentralization act, 2010 (amended through 2022), article 24)
• Composition of the city council: (a) The city council shall consist of the following members elected by the city. (1) 7 seats, including the mayor of the council and the women members required to be elected under this act, if the registered population of the city is between 10,000 and 30,000; (2) 13 seats, including the mayor of the council and the women members required to be elected under this act, if the registered population of the city is between 30,000 and 60,000; (3) if the registered population of the city exceeds 60,000 persons, 19 seats, including the mayor of the council and the women members required to be elected under this act. ... (c) The constituency from which women members shall be elected in the first city council election held under this act shall be determined by drawing lots. The constituencies from which women members shall be elected in the subsequent elections shall be determined on an equal basis with the existing constituencies in the city in accordance with the rules determined by the Election commission. (Decentralization act, 2010 (amended through 2022), article 41)
• Women's participation in the management of villages and cities: (a) The role of women in councils shall be defined to ensure that the rights of women in rural and urban areas are protected and with the participation of women. (b) In order to achieve the objectives set out in articles 24 and 41 of this act, 33% of the members elected to councils shall be reserved for women. (Decentralization Act, 2010 (amended through 2022), article 56-5)
• Women's development committee: (b) All women and men who are resident in the village or seat and who are entitled to vote shall have the right to vote in the election to elect members of the Women's Development Committee. (c) The Women's development committee referred to in (a) of this article shall consist of members elected as follows. (1) 5 (five) members in a village; (2) i. in the case of a city, 6 (one) members if the registered population of the city is between 10,000 (two thousand) and 30,000 (thirty thousand); ii. In the case of a city, 10 (ten) members if the registered population of the city is between 30,000 (thirty thousand) and 60,000 (fifty thousand) people; iii. 18 (eighteen) members if the registered population of the city is more than 60,000 (fifty thousand) persons. (Decentralization Act, 2010 (amended through 2022) article 56-6).
