• The valid votes for each list are divided according to the sequential numbers (1.7, 3, 5, 7 ... 9 etc.) and the number of seats in the electoral district. The highest results shall be chosen until all seats in the electoral district are exhausted. The candidates are rearranged according to the number of votes the candidate gets, and seats are distributed among the list of candidates. The first winner is the one who gets the most number of votes within the open list, and so on for the rest of the candidates. After every three winners, the fourth shall be a woman regardless of the number of votes for men. (Governorate councils and districts elections law, article 12)
