Legal provisions - Electoral Law
• The voters of each canton of the department elect two members of the different sex to the departmental council, who present themselves in pairs of candidates whose names are ordered in alphabetical order on any ballot paper printed on the occasion of the election. (re. departments) (Electoral code, article L191)
• A declaration of candidacy is compulsory for each ballot. The list is made up alternately of one candidate of each sex. (re. municipalities) (Electoral code, article L264)
• A declaration of candidacy is compulsory for each list of candidates before each ballot. The number of candidates appearing on the departmental sections of each list is fixed in accordance with Table 7 appended to this code. Within each section, the list is made up alternately of one candidate of each gender. (re. regions) (Electoral code, article L346)
• The declaration of candidacy results from the deposit with the prefecture or the sub-prefecture of a list meeting the conditions fixed in articles L. 260, L. 263 and L. 264. A receipt is issued. The receipt can only be issued if the conditions listed in this article are met and if the official documents referred to in the fourth paragraph establish that the F15A final receipt is issued by the representative of the State in the region, after registration, no later than the fourth Friday preceding polling day, at noon. For the second round, the declarations of candidacy are submitted at the latest on the Tuesday following the first round, at 6 p.m. Final receipt is immediately issued to the lists meeting the conditions set out in Articles L. 346 and L. 347. It is equivalent to registration. The refusal of registration is justified. (Electoral code, article L265)
