• In the City of Djibouti, a declaration of candidacy is compulsory for each list. The candidacy results from the filing with the Minister of the Interior and Decentralization of a list of candidates bearing as many names as there are seats to be filled in the constituency concerned. Each list must contain a proportion of either sex equivalent to at least 10% of the seats to be filled. Lists can be presented by regularly constituted political parties or by independent candidates from civil society. The simple deposit will be worth an application and no list can be rejected without serious reason. No one can be a candidate simultaneously on more than one list. (Law on the Status of the City of Djibouti, article 16)

For the first election of a Regional Assembly, this list will be deposited provisionally with the Ministry in charge of Decentralization and the State Representative.
