• The political participation of men and women is a human right recognized in a democratic, representative, participatory and inclusive society, protected by the principles of equality and non-discrimination. Participation will be governed by the principle of parity, which implies that all delegations, candidate lists and other peer bodies will be made up of fifty percent (50%) of women and fifty percent (50%) of men, and in odd-numbered delegations, candidate lists or bodies, the difference between the total of men and women may not be greater than one. All candidate lists of the election will use the mechanism of alternation by sex (woman-man or man-woman), in such a way that two people of the same sex cannot be consecutively on the candidate list. [The candidate] in the first place of each one of the lists of popular election by province, canton and district will be defined by the political party.
