• The municipal council comprises at least fifteen members, at least 30% of whom are women. Each hill or neighborhood must be represented. The members of the municipal councils are elected by direct universal suffrage by proportional representation. Each list must take into account ethnic diversity and gender participation. For three candidates registered in a row on a list, at least one must be a woman. (Electoral code, article 182)
