Legal provisions - Political Agreement
Lower House:
• Women will make up at least 30% of the parliamentarians. (Garrowe Principles II, article 3.3.e.iv)
• To ensure the women quota in the seats of Houses of the Federal Parliament, the Forum resolves that: If a clan has three (3) seats in the House of the People, one of the seats should be contested exclusively by the women of that clan; Similarly, other clans who are consanguinely related, their seats will be aggregated according to their consanguinity and relations, and then one seat which is exclusively contested by women is required to be selected from each three seats; the seats of the clans who refuse to submit the women seat will be suspended until the SIEITs and the Regional State make a final decision on the seats. Upper House:

Time limit: one-time quota; sunset clause
One-time quota: since 2012, gender quotas have been implemented through political agreements ahead of each parliamentary election. Therefore, each agreement applies only to the following election.
